
The compensation system for category C agents in local government is based on a regulatory framework where each community retains a wide margin of maneuver. Understanding the technical mechanisms of the RIFSEEP, the applicable ceilings, and the interactions with the indexed salary allows for the identification of what falls under the law and what depends on local deliberation.
Differential allowance and minimum wage as of June 1, 2026: direct impact on category C
The minimum wage has been increased by 2.41% as of June 1, 2026, bringing the gross monthly amount to 1,867.02 euros for full-time work. The minimum salary for public service remains set at the indexed rate of 366, which is 1,801.74 euros gross. The gap creates a situation where the indexed salary alone is no longer sufficient to reach the legal minimum wage.
To correct this discrepancy, a differential allowance is automatically paid. Its calculation is simple: gross monthly minimum wage minus gross indexed salary (including benefits in kind). The maximum amount reaches 65.28 euros gross per month for a full-time agent.
This measure affects agents whose indexed salary is below 380, which corresponds to the first steps of most category C grades. The ministry estimates that around 862,000 public agents will be affected in 2026, representing nearly 15% of the workforce in the three public services, with a high proportion in category C.

RIFSEEP category C: IFSE and CIA ceilings by function groups

Classification into function groups
Each category C job framework is attached by ministerial order to a reference body of the state public service. The annual ceiling amounts for the IFSE and the CIA derive from this attachment. The community cannot exceed these ceilings, but it can set lower amounts.
The classification into function groups (generally from 1 to 4 for category C) depends on criteria defined locally by deliberation:
- The level of responsibility and supervision attached to the position, including the intermediate supervision of a technical team
- The degree of expertise or technicality required (special permits, certifications, rare skills)
- The specific obligations related to the work environment (on-call duty, irregular hours, physical hardship)
The function group determines the ceiling, not the actual amount paid. Two agents classified in the same group may receive different amounts based on seniority in the position and professional evaluation.
Review of the IFSE
The IFSE is subject to mandatory review in the event of a change in functions, grade, or job framework. A periodic review also occurs at least every four years, regardless of any change in situation. This review does not guarantee an increase, but it requires the community to justify the maintenance or modification of the amount.
Cumulative bonuses outside RIFSEEP for category C territorial agents
The RIFSEEP does not absorb the entire compensation system. Several allowances remain cumulative, and their identification significantly changes the payslip of a category C agent.
- The hourly allowances for additional work (IHTS) compensate for overtime performed beyond set hours. They are subject to a monthly ceiling and only apply to agents whose gross index does not exceed a threshold set by decree, which includes almost all of category C
- The on-call allowance and the intervention allowance compensate for availability outside of working hours. Their amount varies depending on the period (night, weekend, holiday) and the sector
- The year-end bonus, if it existed prior to the implementation of the RIFSEEP in the community, may be maintained by deliberation. It does not have a national legislative basis, which explains its disparity from one municipality to another
- The exceptional purchasing power bonus, the conditions and modalities of which are set periodically by decree, can be added to the compensation system subject to a specific deliberation

Category C contractual agents: a conditional compensation system
Contractual agents do not automatically benefit from the compensation system. Only an explicit deliberation by the community can grant them the right to bonuses. In practice, many communities apply the RIFSEEP to contractual agents in permanent positions, but with amounts sometimes lower than those of permanent staff in equivalent positions.
The share of contractual agents in the public service has significantly increased over the past decade. For category C, where direct recruitment without competition is common, the issue of the compensation system applicable to contractual agents has become a significant HR management challenge.
A contractual agent who does not receive any bonuses while their permanent colleagues do for the same position can request a review of their situation from the territorial authority. The lack of deliberation remains the main obstacle, more so than an explicit refusal.
Checking your payslip: lines to verify
On a category C payslip, the compensation system appears in separate lines from the indexed salary. We recommend checking three technical points. First, that the IFSE paid corresponds to the function group assigned by the individual order. Then, that the differential allowance is listed on the payslip if the indexed salary is below 380. Finally, that any IHTS are calculated based on the indexed salary plus the IFSE, and not just the gross salary.
A common error concerns the prorated calculation applied to part-time agents: the IFSE must be calculated pro rata to the weekly service duration, and not pro rata to the full-time standard of the job framework. This nuance alters the amount as soon as the work share differs from the standard of the job framework.
